As an experiment: I right-clicked “CSR Bluecore Bluetooth and selected “Update driver”. Clicked on “Browse my computer for driver software”. Clicked on “Let me pick from a list of available drivers on my computer”. Picked “Generic Bluetooth Adaptor” in place of “CSR Bluecore Bluetooth”. Clicked “next”.
Make sure the bluetooth is active and running. sudo systemctl status bluetooth.service Been awhile sense I used Ubuntu service maybe named slightly different. If it is not active and running you'll need to enable and start the service. sudo systemctl enable bluetooth sudo systemctl start bluetooth. Then try blueoothctl again.
The default Bluetooth drivers Windows installed just do not work. I have tried the Toshiba Bluetooth Stack drivers and they work but have issues and are very old. BlueSoleil drivers work but are too expensive. TL;DR. In the end I am using the CSR Harmony drivers that came with my Bluemate4 USB Bluetooth dongle, and they work fine.

Hi, The problem could be the aviator. Try updating its drivers in device manager. Also if it is truly an xbox 1s controller you should be able to connect it to the pc with bluetooth.
